Who should I contact?

WHO DO I CONTACT ABOUT MY PROPERTY OR SURROUNDING ASSOCIATION?

Please use this guide to help you contact the appropriate parties for your community.

Background: Westfields International Center at Dulles (Westfields Center) was created 1986 as a “Class A” Suburban Office Park. Today, Westfields as evolved into new mixed-use vibrant center with a mix of uses to include the addition of residential communities in select areas of Westfields Center. Just like a small town, Westfields Center which is managed by the Westfields Business Owners Association (WBOA) is the overall community association that commercial, hotel, retail and residential properties reside. Each of these groups have covenants (rules and regulations) and development conditions that apply to these properties. All of them fall under the Westfields Center. If you are a residential owner, you have an additional set of covenants and rules and regulations that pertain specifically to your residential community. Residential communities in essence are communities inside a larger surrounding community called Westfields Center.

COMMERCIAL, HOTEL AND RETAIL PROPERTIES:

If your property is a commercial office building, hotel, or retail property, or a tenant in one of these properties, you should contact your property manager for your building regarding any questions or concerns you may have about that property or surrounding Westfields Center. These commercial properties follow the covenants and development guidelines of the Westfields International Corporate Center at Dulles as administered by the WBOA. Any changes to the outside of these buildings must seek WBOA/ARB approval prior to the start of any work. RESIDENTIAL PROPERTIES (OWNERS AND TENANTS):

If you are a residential property owner or residential tenant within an existing residential community in Westfields Center, you either have a Community Manager for rental properties or you have a Homeowners Association (HOA) if you own the property you live in. The Community Manager or HOA acts as your agent or management team for your community and are a resource for you when it comes to questions about your property or community. They will be your point of contact for issues relating to your community, such as maintenance, parking, landscape maintenance, your community’s common areas and architectural review board request (ARB) or complaints.

Some things are different for owners of residential properties. The WBOA does not get involved in day-to-day operations of your residential community. This is managed by your HOA. Typically, all owners would seek the WBOA ARB approval for changes to the outside of their properties. Residential owners do not seek the WBOA ARB approval except as directed by your HOA representative and should seek the permission from their own residential HOA ARB Review Committees.

Here are three important items that the residential HOA representative will seek the WBOA/ARB or WBOA approval along with its own HOA ARB Committee:

Solar panels. Most of the communities do not allow solar panels as the design currently creates a visual nuisance as well as limited space on the roof. In addition, these homes are near air traffic routes that may cause glare for pilots. We have left this option open to discuss the use of solar energy in the future as this technology is changing rapidly.
Any new locations for outside electrical charging stations must be reviewed and approved by the WBOA ARB.
If the HOA decides they would like to modify their ARB Guidelines or Covenants, they must be reviewed and approved by the WBOA and WBOA/ARB prior to adopting any changes.
